UK Serious Fraud Office to investigate MG Rover collapse

The United Kingdom’s Serious Fraud Office is to launch an investigation into the collapse of car manufacturer MG Rover. The move follows the conclusion of a four-year enquiry started immediately after the firm became insolvent.

The group of four who owned MG Rover — John Towers, Nick Stephenson, Peter Beale and John Edwards — have been accused of asset stripping. The quartet, known as the Phoenix Four, paid a symbolic £10 (approximately €15) for Rover in 2000. At that time the company received an interest-free loan from former owner BMW for £427 million (approximately €700 million) and came with a large amount of unsold stock.

Between then and Rover’s April 2005 bankruptcy, by which time there were unpaid debts of £1 billion (approximately €1.5 billion), the Phoenix Four had removed an estimated £40 million worth of assets including pensions and salaries. An enquiry was launched by ministers that was expected to take a year, but the final report was not delivered to business secretary Lord Mandelson until three weeks ago.

The government used taxpayer’s money to fund a £6 million loan to MG Rover and attempted to negotiate a deal with a Chinese company, but these efforts failed. MG Rover’s collapse caused the loss of an estimated 15,000 jobs, including with various suppliers. A former MG Rover factory does still build a small number of MG sports cars in Longbridge by Shanghai Automotive Industry Corporation, who bought most of the designs.

The Phoenix Four released a statement criticising the criminal investigation. “There has never been any suggestion of improper conduct by the directors and this was confirmed in a report by the administrators PWC six months after they took over the running of the company. Four years on, any suggestion [of] another further investigation is frankly ridiculous and smacks of kicking this issue into the long grass. If the government has been so concerned to get to the heart of the matter why has it flatly refused more than 30 requests under the Freedom of Information Act which would have revealed correspondence and documents the directors believe would have shed some light on the government’s role in the affair?”

Minnesota to require 25% renewable energy production

Governor Tim Pawlenty of Minnesota signed a bill into law on Thursday that requires the state to generate a significant amount of its energy needs from renewable sources.

The amount of power generated by wind turbines in the state stands now at 895 megawatts. An additional 5,000 megawatts of energy from renewable sources will need to be added to Minnesota’s electricity resources, which is roughly eight times more than the amount that currently comes from renewables.

The bill signed by the Governor requires energy companies to provide 25 percent of power from renewable sources by 2025.

Xcel Energy, which supplies approximately half of the electricity in the state, is required to provide 30 percent from renewable sources by 2020.

Gastric bypass surgery performed by remote control

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

Ratko Mladi? said to be too ill to face trial

Ratko Mladi?, a former Bosnian Serb general, is allegedly too ill to face trial for war crimes. According to his lawyer, 69-year-old Mladi? will not survive to see the start of proceedings.

Concerns for the health of Mladi? come despite a Serbian judge having ruled him fit for extradition to the UN war crimes tribunal in The Hague only last Friday, a ruling which his lawyer seeks to appeal.

“It was impossible to have a coherent conversation with him or to talk of his defence,” said lawyer Milos Saljic, after meeting with Mladi? on Sunday.

According to doctors, he doesn’t need hospitalisation.

Serbian deputy war crimes prosecutor Bruno Vekaric believes Mladi? is using his illness in an attempt to delay his extradition.

“He’s a man who has not taken care of his health for a while, but not to the point that he cannot stand trial,” says Vekaric. “According to doctors, he doesn’t need hospitalisation.”

Chief prosecutor Vladimir Vukcevic echoed these sentiments, stating that Mladi? was both well enough to make the two-hour flight to the Netherlands and is conscious of the charges against him, despite claims from family members that the former general is not lucid.

Mladi?’s son, Darko Mladi?, is calling for his father’s health to be reviewed by independent experts. Mladi? has reportedly suffered three strokes, the last in 2008, resulting in the partial paralysis of his right side. His family has expressed concerns he will not receive adequate treatment in The Hague.

Mladi? is being indicted for crimes against humanity, war crimes and genocide, notably the Srebrenica massacre during the Bosnian war.

UK mounts rescue operation for Spanish trawler in distress in North Atlantic storm

This afternoon the RAF launched an operation to rescue nineteen sailors from a Spanish trawler in difficulties in a North Atlantic storm.

Radio contact with the FV Cibeles was lost yesterday evening at 2030 UTC when the crew reported to the ship’s owners that they were in trouble. Last night, UK Coastguard picked up a satellite emergency beacon signal as winds reached speeds of over 70 mph.

This morning a RAF Nimrod maritime patrol aircraft located the ship adrift 180 miles off the Scottish Western Isles. A nearby tanker, the Aegean Spirit, diverted with the intention of taking the trawler in tow and arrived at 1500 UTC.

However, the tanker was unable to take the trawler on tow, and with no other vessels capable of towing the ship nearby, the Coastguard Rescue Seeking helicopter “Mike Uniform” was launched from Stornoway to extract the crew. The tanker remained on scene to offer some protection from the weather, currently reported as gale force winds and rough seas.

Black vulture population targeted for reduction at Virginia boat launch

A Virginia recreation and fishing boat launch on the James River near the Dominion Virginia Power plant at Dutch Gap is the scene of too many Black Vultures, according to the U.S. Department of Agriculture (USDA) and the Virginia Department of Inland Game and Fisheries.

In 2002, more than 350 Black vultures were killed at Dutch Gap in an effort to reduce their numbers to a level of a couple dozen birds. But they made a quick come back in the area, and during this past week a hundred of the birds have been disposed of by a shot to their head with a pellet gun.

The USDA reports that both Black Vultures (Coragyps atratus), along with their close relatives called the Turkey Vulture (Cathartes aura), are experiencing population increases stretching well over the last 10 years.

The species is increasingly a problem by growing into being a nuisance, as well as a threat to health and safety concerns. The presence of the birds in large numbers, at places they roost, can cause damage to property as they peck and claw at construction surfaces, and cause unsanitary human health conditions from the defecation and regurgitation of the birds. Their presense at landfills, often in near proximity to airports, is a problem for airplanes during take-off and landing.

At the entrance to the Dutch Gap boat launch parking lot, a large yellow warning sign is posted that reads: “Please be aware of possible damage to vehicles and trailers due to the large Black Vulture population currently inhabiting this parking area. Because the Black Vulture is a federally protected species, Chesterfield County is working with the U.S. Deptartment of Agriculture and the Virginia Department of Inland Games and Fisheries to resolve the problem. You can help by disposing of all litter (even non-food items such as cigarette butts) in trash barrels. Thank you for your cooperation.” The vultures reportedly perch on vehicles and scratch the paint, and for some reason are going after windshield wiper blades.

Vultures have shown an ability to adapt to residential and business settings. The bird, with a 4-foot adult wing span, can be seen gliding through the air at virtually any time of day in Chesterfield and Prince George counties in central Virginia.

Kentucky lawmaker in critical condition after fight in high school cafeteria

One of Kentucky’s newest state lawmakers, who also serves as a high school teacher, sustained a critical head injury Tuesday morning while intervening to break up a fight between two students in the school’s cafeteria.

State Representative DeWayne Bunch (R), 49, was listed in “extremely critical” condition when he was taken to the Baptist Regional Medical Center in Corbin, Kentucky, immediately following the fight between two male teens.

Bunch was reported as being unconscious and bleeding from the ears when emergency responders arrived at Whitley County High School.

The fight, between a fifteen- and sixteen-year-old, was caught by a surveillance camera which showed Bunch being punched by the sixteen-year-old, according to the sheriff. It is not clear what started the fight, which took place in the school’s cafeteria during breakfast.

The teens have been charged with one count of first-degree assault and two counts of third-degree assault. They are both in custody at a juvenile detention center according to the sheriff.

Bunch was later transported to University of Kentucky Medical Center in Lexington, Kentucky. His family has requested no information be publicly released about his condition.
