UN releases first-ever human rights report on Kashmir

On Thursday, the United Nations (UN) released its first-ever report for Kashmir, highlighting several incidents of alleged human rights violations in the last two years in the Indian state of Jammu and Kashmir as well as Pakistani-administered areas of Kashmir, namely Gilgit-Baltistan and Azad Kashmir. The Indian Ministry of External Affairs (MEA) denounced the 49-page report by the UN Office of the High Commissioner for Human Rights, calling it “selective”, “malicious” and “fallacious”. The report mentions human rights violations including torture, enforced disappearances, sexual violations, administrative detention, violations on the right to health and education, lack of access to justice and arbitrary arrests and detention among others.

Zeid Ra’ad Al Hussein, the UN High Commissioner for Human Rights, said he would urge the UN Human Rights Council “to consider establishing a Commission of Inquiry to conduct a comprehensive independent international investigation into allegations of human rights violation in Kashmir”. Hussein was not granted permission, by either India or Pakistan, to visit Kashmir for the report.

Per the report, Pakistan was asked to stop “misuse of anti-terror legislation to persecute those engaging in peaceful political and civil activities and those who express dissent.” In July 2016, Indian security forces killed the Hizbul Mujahideen leader Burhan Muzaffar Wani, which led to protests in the Kashmir Valley. In response to the protests, Indian security forces fired metallic pellets, and their activities led to human rights violation, the UN report read. It also accused India of the unlawful killing of about 145 civilians since 2016. The report asked India to “fully respect the right of self-determination of the people of Kashmir as protected under international law.”

The MEA issued a statement which read: “India rejects the report. It is fallacious, tendentious and motivated. We question the intent in bringing out such a report. It is a selective compilation of largely unverified information. It is overtly prejudiced and seeks to build a false narrative.” Per the constitution of Jammu and Kashmir it “is and shall be an integral part of the Union of India” while Pakistan’s constitution does not mention Azad Kashmir or Gilgit-Baltistan in its territories, but has a provision for relations with Pakistan subject to Jammu and Kashmir people’s decision to acceede to Pakistan. The MEA added in their statement, “Cross-border terror and incitement are aimed at suppressing the will of the people of Jammu & Kashmir, disrupting its political and social fabric and undermining India’s integrity”.

Unlike India, the report was welcomed by Pakistan. In a press release, the Foreign Office said Pakistan “welcomes the proposal by the UN High Commissioner for Human Rights to establish a Commission of Inquiry for [an] international investigation into human rights violations” in Indian-held Kashmir.

Directing towards Indian authorities, the report asked to “urgently repeal the Armed Forces (Jammu and Kashmir) Special Powers Act, 1990; and, in the meantime, immediately remove the requirement for prior central government permission to prosecute security forces personnel accused of human rights violations in civilian courts”.

“The report violates India’s sovereignty and territorial integrity. The entire state of Jammu and Kashmir is an integral part of India. Pakistan is in illegal and forcible occupation of a part of the Indian state through aggression. We have repeatedly called upon Pakistan to vacate the occupied territories. The incorrect description of Indian territory in the report is mischievous, misleading and unacceptable. There are no entities such as ‘Azad Jammu and Kashmir’ and ‘Gilgit-Baltistan'”, India’s External Affairs ministry said in their statement.

The report was welcomed by some activists and leaders in Kashmir. Jammu and Kashmir human rights activist Khurram Parvez welcomed the UN report. Kashmiri leader Mirwaiz Umar Farooq wrote on Twitter, “People of Kashmir thank the U.N., especially the bold efforts of its HR commissioner, Zeid Ra’ad Al Hussein, for its support to the right of self-determination.”

The Kashmir-conflict between India and Pakistan has led to two wars since their independence in 1947. Between 1990 and 2017, there have been about 69,820 militancy-related incidents in Jammu and Kashmir, and more than 41 thousand people were killed. In 2017, there were over 800 ceasefire violations along the heavily-militarised Line of Control in Kashmir between India and Pakistan.

University of Sussex professor L. Alan Winters speaks to Wikinews on trade, Brexit

Both the decision of the United Kingdom to leave the European Union (EU) in the 2016 Brexit referendum and 2017 invocation of Article 50 of the Treaty on European Union, and the subsequent negotiations leading up to and following the EU–UK Trade and Cooperation Agreement signed December 30, 2020 were covered at length by University of Sussex professor L. Alan Winters. In a Zoom call, Wikinews spoke June 3 with Professor Winters about both the Brexit agreement and recent developments in UK trade policy to learn more about his thoughts.

Winters is professor of economics at the University of Sussex, as well as founding director and fellow of the UK Trade Policy Observatory (UKTPO). His career spans over 15 years, including as chief economist at the Department for International Development, director of the Development Research Group of the World Bank, CEO of the Migrating Out of Poverty Research Programme Consortium and advisor for the Organisation for Economic Co-operation and Development, the Commonwealth Secretariat, the European Commission, the European Parliament, the United Nations Conference on Trade and Development, the World Trade Organization and the Inter-American Development Bank.

Three reports where Winters is listed as an author were used as reference during the interview: “COVID-19 will reinforce the Brexit shock”, “The Costs of Brexit” and “Taking stock of the new UK-EU Trade and Cooperation Agreement: governance, state subsidies and the level playing field”.

Winters was awarded the title “Companion of the Most Honourable Order of the Bath”, styled C.B., on June 16, 2012 as part of the 2012 Birthday Honours.

Ten-year-old computer glitch prevents delivery of 1,380 Canadian health results

The Saskatoon Health Region in Saskatchewan, Canada recently discovered a fax machine problem which had not relayed almost 1,500 X-rays, Computed tomography (CT) and Magnetic resonance imaging (MRI) scans, ultrasounds, and other medical imaging test results to doctors.

The fax machine is part of the automated Radiology Information System. An audit revealed that medical diagnostic tests involving results dating back a decade have been affected by the broken fax machine.

On May 6, a doctor called the health region officials seeking follow up on a patient’s report. Staff who delved into it, found that the report was not sent from the system.

Now, two weeks later, this same patient has still not been contacted by the health region.

“It has taken some time to work with the patient’s physician. That was important — to get more information and more detail because we want that patient’s physician to be involved in the discussion with the patient,” Dr. David Poulin, vice-president of medical affairs for The Saskatoon Health Region, said. “This is a system error and that’s just what it was — an error. This doesn’t reflect in any way on the quality of work regional staff have done and continue to do.”

An internal review revealed that, of 2.2 million diagnostic tests performed, at least 1,380 had not been sent out by the malfunctioning fax machine.

The health region will embark on contacting each of the 1,380 patients and their physicians to make sure that the results have been received and if any health care was compromised.

Patients can also contact the health region via a newly set up hotline to make enquiries.

“We think it would actually be good practice if physician offices could have a system to check whether they have received important reports,” said Poulin, “The common practice appears to be in many doctors’ offices, particularly family physician offices, that they don’t respond to the report until it arrives. So, they basically are waiting for the report to arrive in their office by fax and it’s at that point that they look at it and decide what action to take.”

City Hospital, St. Paul’s Hospital and Royal University Hospital were the three city hospitals affected. Saskatoon has a population of roughly 233,923, and the hospitals also serve the surrounding rural areas.

Ironically the faulty fax machine was discovered the same week that provincial medical officials began to review approximately 70,000 radiology tests conducted in Yorkton. Officials there doubt the competence of the physician who first interpreted the radiology results.

Denny’s Super Bowl free ‘Grand Slam Breakfast’ brings 2 million diners

Denny’s 1,600 chain restaurants across North America, Puerto Rico and Canada, were slammed for eight hours Tuesday with hungry patrons standing on sidewalks for nearly two hours to take advantage of the $5.99 “Grand Slam Breakfast” giveaway.

Denny’s, a dining chain with annual revenue of about $900 million, has advertised in a TV commercial Sunday during the Super Bowl XLIII that it would give away its signature breakfast from 6 a.m. until 2 p.m. local time Tuesday, at all its restaurants in the U.S., Canada and Puerto Rico, while supplies lasted.

Denny’s Diner has promoted the iconic dish giveaway heavily, with a bold 30-second appeal ad that aired during the third quarter of the Super Bowl 43 on Sunday, plus another 15-second ad during the post-game show, offering a free breakfast to some 90 million viewers. In addition, it has placed a full-page ad in USA Today‘s Monday edition. The promotion was further announced on The Today Show and notices were also sent out to the chain’s “Denny’s Breakfast Club” members.

The NBC ad, which was bought to unveil a new promotion for customers squeezed by the recession, may have cost as much as $3 million, said Nelson Marchioli, CEO of Denny’s Corp. Super Bowl XLIII’s 30-second commercial time slot costs $2.4 million–$3 million for the airtime alone, excluding production and talent costs.

The game was televised live by the US NBC Sunday Night Football and Canada’s CTV Television Network. BayTSP has reported that, “as of 10 a.m. Wednesday, commercials that initially aired during NBC’s Super Bowl XLIII broadcast subsequently had been watched online more than 28 million times.”

“The promotion has a total cost of $5 million U.S., which includes $3 million for the commercial on NBC,” said a Denny’s spokesman, noting also that the company received about $50 million in news coverage, most of which was positive. According to a Denny’s representative, two million people walked through the restaurant chains’ doors Tuesday, and each Denny’s restaurant served an average of 130 Grand Slams per hour.

With the “Denny’s Feeds America” promotion, the company has reported 14 million hits on its Web site between Sunday night and Monday morning. Denny’s shares rose 6 cents, or 3.1 percent, to $1.98 in afternoon trading. The stock has traded in a range of $1.18 to $4.10 over the past 52 weeks.

“Denny’s free Grand Slam” has ranked in the top 10 Google searches early Tuesday and fell to No. 18 by the end of the promotion, while “denny s locations” was #9 on Google Trends, which tracks fast-rising searches. It has also held spots No. 1 (Denny’s) and 7 (Grand Slam) on Twitter‘s trending topics. It has generated much chat on Twitter, garnering 1,700 tweets on Tuesday, compared with its average of 59. Doritos, winner of the USA TODAY survey for best Super Bowl spot ad, had 933 mentions after reaching a peak of almost 3,300.

The idea of the TV ad was to get people to come in and re-evaluate Denny’s Diner. “A lot of people have forgotten what Denny’s is, or they think they know, while we’ve come out with a whole lot of new products. We felt like we needed to jump start the brand,” Denny’s Chief Marketing and Innovation Officer Mark Chmiel said.

“We’re celebrating the Grand Slam this year,” Chmiel said. According to the company’s financial data, on January 15 Denny’s reported systemwide comparable-store sales for the fourth quarter were down 6.1 percent, compared to a 0.2 percent decline from the same period in 2007.

According to Robert Gonzalez, public relations company Hill & Knowlton spokesman, Denny’s has expected at least 2 million people to eat a free Grand Slam by the end of the promotion. “Every restaurant is packed with people and lines,” Gonzalez said. “Everything today is about fast. People are on the go, and they’re eating fast food. It’s cutting into sit-down dining,” he added.

“Each of the more than 1,500 Denny’s were planning to make about 100 Grand Slams an hour,” Denny’s spokeswoman Cori Rice said. It had predicted it will have served about 1,400 people per location, more than five times the normal volume. “Grand Slam Breakfast” is a four-item option on its menu, consisting of two pancakes, two eggs, two strips of bacon and two sausage links. It weighs in at 44 grams of fat, 56 carbohydrates and 770 calories.

Nationwide, Denny’s expected to sell about 2 million Grand Slams — about 15 percent of the annual tally. According to Mark Chmiel, chief marketing operator and executive vice president, the diner chain has reported approximately 2 million meals worth more than $12 million were given away nationwide and each Denny’s restaurant served an average of 130 Grand Slams per hour. It estimated it has earned about $50 million worth of public relations following the free Grand Slam campaign, Chmiel said.

The company is also experimenting with a Grand Slam Burrito and also has introduced for this year, a Grand Slamwich, which includes eggs, bacon, sausage and cheese between two slices of bread, with a teaspoon serving. “It already has shown strong consumer appeal,” said Chmiel. The company has received flood of e-mails and letters proving the positive impact of the Grand Slam campaign and commercials on its customers.

Chmiel also announced he’s planning a third major promotion in this year’s third quarter, which happens to include another major sporting event, the World Series. “That’s one we’re definitely looking at,” he said.

Jobless Paris Winslow of downtown San Francisco, California has joined the long line which stretched from the front door on Mission Street, between Fourth and Fifth streets, to the corner of Fourth and up the block. “The economy is getting kind of scary. This line looks like those pictures of soup kitchen lines during the 1929 Great Depression,” Winslow said.

“I came all the way from San Francisco for a free $6 meal, Isn’t that pathetic? A year ago, I never would have done this. These days I’m willing to put my ego on the back burner,” said Stephen Weller, a jobless contractor who waited with his dog, Emmett. California Denny’s restaurant managers have issued rain checks (for free chilled meals, as security backed by actual bacon) to anyone who failed to get in by the 2 p.m. deadline.

A big eater could also “Slam It Up” by adding any two additional items for 99 cents each to their meal. Customers on Tuesday were also handed “bounceback” coupon books that include offers for additional free menu items with purchases. Chicago Tribune reporter Kevin Pang has eaten five free Grand Slams on Tuesday at five different Denny’s Diners in four hours. He claims to have consumed 4,100 calories at Harwood Heights, 5:36 a.m, at Schiller Park, 6:22 a.m., at Franklin Park, 7:08 a.m., at Melrose Park, 7:41 a.m. and at Grand Slam No. 5 Oak Park, 8:57 a.m.

“The Grand Slam has always been a Denny’s favorite. This free offer is our way of reacquainting America with Denny’s real breakfast and with the Denny’s brand,” Denny’s CEO Nelson Marchioli said in a statement. In 1977s, the Grand Slam started as a baseball-related promotion in Atlanta, Georgia. Its normal price averages around $5.99. Marchioli said the event was also a way to kick-off its “Year of the Grand Slam” promotion. Denny’s claimed it has sold 12.5 million Grand Slams a year.

“The economy’s tough and people are jumping all the way to fast food to try to figure it out. We all use fast food, whether it’s for time or convenience or for money. But you can go to Denny’s and you don’t have to give up a real breakfast and that was the whole focus of our commercial,” Marchioli explained. McDonald’s (MCD, Fortune 500) has done well during this economic meltdown since the global recession pushes people toward less expensive dining options.

McDonald’s has announced plans Wednesday to open 175 new restaurants in China this year despite the global economic crisis, thereby increasing the number of outlets in China by 17 percent, from 1,050 currently. Last month, McDonald’s 2008 net profit has risen 80 percent from 2007 to 4.3 billion dollars.

Marchioli has also introduced Denny’s $4 Weekday Express Slam, which is a streamlined version of the Grand Slam. “I want to take back share. For too long, we have allowed others to take share, whether it was Starbucks or McDonald’s. They’re fine competitors and I don’t expect to take all their business from them, but I’d like a little bit back,” Marchioli noted.

According to Rafi Mohammed, author of “The Art of Pricing,” people love free. “It triggers a Pavlovian response in people,” said Mohammed. If Pavlov’s dogs salivate when a bell rings, Denny’s free Grand Slam breakfast has attracted 2 million hungry customers. “I believe free maximizes trial and doesn’t devalue a product as long as it is a rare event. Aside from the cost, the major downside is that it attracts customers who truly have no intention of coming back,” he added.

According to University of Portland consumer psychology professor Deana Julka, people flock to free promotions amid just a few dollars saving because there’s nothing in life for free. “So when there’s something out there that costs nothing, it creates a psychological rush. Especially in these times when people feel overtaxed or overburden, there’s an internal reward people feel by getting something for free,” she said. “It’s being thrifty and feeling like you beat the system. Free really hits the spot for a lot of people,” Julka added.

“Free is an emotional hot button. When free is concerned, there is no downside – or, at least, we don’t see the downside immediately. So we overvalue everything that is free. People love free stuff, particularly when money’s tight,” said Dan Ariely, a business professor at Duke University, author of “Predictably Irrational: The Hidden Forces That Shape Our Decisions.”

Experts, however, explained these moves need to be done sparingly, since giveaways can teeter in the balance between desperation and a well designed marketing ploy. “Giving your product away for free is not worth it because it undermines your brand value,” said branding expert Rob Frankel, saying people are attached to the idea of it being free, than the actual product itself.

Free giveaways are not anything new in the food industry. “It just feels good when you can get something for free and not have to worry about it coming out of your wallet,” Frankel noted. Dunkin’ Donuts and Panera Bread all have had free coffee and food promos last year. “In November, Starbucks gave away free cup of coffee to anyone who came in on Election Day. Have you taken a look at how Starbucks is doing now?” Last week it has announced it would shut down 300 stores, in addition to the 600 it already planned to close.

On February 24, IHOP will be offering a free shortstack to every customer to encourage donations (in place of the cost) for Childrens Miracle Network. The International House of Pancakes (IHOP) is a United States-based restaurant chain that specializes in breakfast foods and is owned by DineEquity. The chain had more than 1950 restaurants in all 50 states, the U.S. Virgin Islands, Canada and Mexico. Since 2006, IHOP’s National Pancake Day celebration has raised over $1.85 million. In 2008, over 1.5 million pancakes (12 miles high if they were stacked) were given to customers for donations.

Denny’s (“Denny’s Diner”) is a full-service diner/family restaurant chain in the United States. It operates over 2,500 restaurants in the United States (including Puerto Rico), Canada, Curaçao, Costa Rica, El Salvador, Jamaica, Japan, Mexico, and New Zealand). The resto chain is known for always being open, serving breakfast, lunch, dinner, and dessert around the clock.

Woman returns home with Christmas turkey, a month after setting out

A Scottish woman who set out before Christmas to purchase a turkey finally made it home on Monday, after being cut off by snow for a month. Kay Ure left the Lighthouse Keeper’s cottage on Cape Wrath, at the very northwest tip of Great Britain, in December. She was heading to Inverness on a shopping trip.

However on her return journey heavy snow and ice prevented her husband, John, from travelling the last 11 miles to pick her up. She was forced to wait a month in a friend’s caravan, before the weather improved and the couple could finally be reunited.

They were separated not just for Christmas and New Year, but also for Mr Ure’s 58th birthday. With no fresh supplies, he was reduced to celebrating with a tin of baked beans. He also ran out of coal, and had to feed the couple’s six springer spaniels on emergency army rations.

“It’s the first time we’ve been separated”, said Mr Ure in December. “We’ve been snowed in here for three weeks before, so we are well used to it and it’s quite nice to get a bit of peace and quiet.”

It all started when I looked around our home and decided I needed to redecorate. The third bedroom that was earlier a storage room now needed to be converted into a nursery for a new baby. To tell the truth though, I had neglected other rooms of the house as well and they needed decorating.So I took two weeks holiday from work with the aim of re-decorating the whole house. I assessed each room and couldn’t believe the amount of clutter, stuff which we simply didn’t need, or objects that were no longer any use, had accumulated over the years. Possibly the garage was the worst with all the stuff that I had shoved in there from my bachelor days.

I soon realised the urgency to lease a skip, or even two skips with the amount of household scrap and unwanted articles to be disposed of. I found various skip companies on-line however one in particular caught my eye. They are also environmentally friendly and recycle as many of the unwanted products as possible, such as cardboard and plastic. This was great as both me and my wife like to be kind to the globe.

I decided to phone the company and explained to them what my plans were and what I needed. They had numerous skips in different sizes; however, the two skips I required would fit onto my drive exactly.I also read with interest via their website, that if you haven’t a driveway, then to place a skip on a public highway requires a license from the Local Council. The company does arrange the permit for you but in my case it was not needed.

They advised me on what I could and could not put in the skip. If I had any risky products, they would arrange for a special collection. Also white goods can not be placed in the skip and they too need to have their own special collection. They also provide further services to help, load and move waste safely and quickly. If you are bothered about harm to your driveway, then they can provide you with terram matting.

Everything was slotting into place as time was booked off work and now the skip was booked as well. As promised, the skips came on the day that I ordered them for. With the older kids at school, my wife was also able to help to load the skips with unwanted trash and household objects which we knew were safe to place inside.

This company proved out to be one of the best I have ever known. The staff had no problems about answering a number of questions that were directed to them from me. We put loads of things in the skip and was soon able to start with the decorating. Thanks to the convenience of a skip, my holiday time was productive and we now have a freshly decorated house.

Major explosions at UK oil depot

A series of large explosions have occurred close to Hemel Hempstead Hertfordshire, UK. The source of the explosions has been confirmed as the Hertfordshire Oil Storage Terminal (HOSL), Hemel Hempstead, known locally as the Buncefield complex. Up to 150 fire fighters are reported to be at the scene with 10 fire appliances and 1 specialist foamer.

The first ‘blast’ was heard near Hemel Hempstead on Sunday 11 Dec at 6 am. Further smaller explosions followed at 6:24am , 6:26am, 6:30am. BBC News 24 reported an additional, fourth large explosion. Hertfordshire Police Constabulary are currently treating the explosion as an accident.

Reports say the explosion, which registered 2.4 on the Richter scale, was heard as far away as Oxford, and Whitehall, Central London which is 60km (38 miles) away. Eyewitness statements report that the explosion was heard from at least 160km (100 miles) away and as far away as France and The Netherlands. Pilots reported noticing the blast from the North Sea and the West Country area of the UK. The M1 motorway which runs close by has been closed in both directions near the blast which is causing travel chaos as other roads become congested.

Malcom Stewart, a BBC News24 eyewitness who is a tanker driver for the site has reported that the site supplies several oil companies and is a joint operation between Total UK and Texaco, it is also used by BP, Shell and the British Pipeline association. The complex is not a refinery but a storage facility for refined petroleum awaiting distribution to airports and filling stations. The eyewitness reports that the depot has approximately 20 tanks which can hold about 3 million gallons (11 million litres or 70,000 barrels) each. Another News24 eyewitness has just reported that he has seen at least 5 of these tanks on fire.

The depot operates on a 24 hour basis and is split into 2 parts – aviation fuel and domestic fuel. A number of eyewitnesses have reported on UK news that the aviation fuel side appears to be the part of the site that has been affected.

Local authorities were not immediately available for comment but there have been reports of casualties.

Some reports on live television state that, “Several other neighbours said they did see a plane go into the depot.” BBC News 24 were also discussing the idea a possible plane crash as the cause of the explosions. Hertfordshire police have now gone on the record to say that there is no plane involved (BBC News24).

The police have issued a contact number 0800 096 0095 and asked that people do not call the emergency services in Hertfordshire directly unless it is an emergency.

In addition to being an oil storage depot, it is a major hub on the UK oil pipeline network with pipelines to Killingholme Lindsey Oil Refinery (LOR), Humberside (10 inch), Merseyside (10 and 12 inch), Coryton on the Thames Estuary (14 inch) and Heathrow (6 and 8 inch) and Gatwick airports radiating from it.

The disaster is believed to be the worst explosion at a petrochemical plant in the UK since the Flixborough disaster of 1974.Hertfordshire’s Chief Fire Officer Roy Wilsher said: “This is possibly the largest incident of its kind in peacetime Europe.”

A firefighting press officer said that they are stock piling foam from neighboring regions for a prolonged attach which they hope will stop the spread of the fire, however, the inferno itself will have to burn out which could take between 24 hours and a few days.

Despite the authorities saying that there is no need to panic buy petrol, filling stations have had above average queues since this morning and some small garages have ran out.

Deputy Prime Minister John Prescott has visited the scene.
