A major winter storm, which has been nicknamed by some as “Snowmageddon“, has pummeled parts of the U.S. Middle Atlantic region, dumping up to 19 inches (50 centimeters) of snow in some parts of the Washington area.

The National Weather Service is predicting as much as 24 to 30 inches (60 to 75 cm) of snow for the Washington, D.C. region by late Saturday. The storm brought high winds and low visibility, with winds gusting at 56 miles per hour (93 kilometers per hour) along the coast.

Life in the nation’s capital ground to a halt with the federal government and most businesses closing early on Friday and residents warned to stay off the snow-clogged roads. Hundreds of thousands of homes were without power as the wet snow weighed heavily on trees and power lines. Power lines in some areas have been brought down by the heavy snow.

The Weather Service issued blizzard and winter storm warnings for states reaching from Virginia and West Virginia up to Maryland, Pennsylvania, Delaware, and New Jersey.

Forecasters say this could be the largest recorded snowfall in Washington, rivaling a storm, known as the Knickerbocker Storm, that hit the city nearly 90 years ago, in January 1922. The largest amount of snowfall recorded so far has been in Elkridge, Maryland, reporting 32 inches (81 cm). The 1922 storm was named the Knickerbocker Storm for a theater where 98 people were killed when the building’s roof collapsed due to heavy snow. Snowfall in that storm measured 28 inches (71 cm).

Airlines and airports across the region have canceled flights and train service has been disrupted. Ronald Reagan Washington National Airport suspended flight operations for the day while nearby Washington Dulles International Airport reported only a few international flights would be departing. Baltimore/Washington International Thurgood Marshall Airport reported most flights were canceled. Flights at Philadelphia International Airport are also canceled.

Amtrak announced that it was canceling a number of trains between Washington and New York City, along with service from Washington to cities in the south. The Washington Metropolitan Area Transit Authority, known as the Metro locally, has suspended bus service and above ground train service. Underground subway service is running at 30 minute intervals.

As the storm approached, residents emptied supermarket shelves, stocking up on food and other supplies, especially due to Super Bowl XLIV which will be held on Sunday. Local area sports teams in Washington, D.C. will still play games as scheduled. People are urged to take the Metro to see the games and not use the roads. Impromptu snowball fights have also broken with some people going as far as to organize them over Facebook and Twitter.

The winter weather has already been blamed for hundreds of road accidents. So far two fatalities have been reported, a father and son who were rendering aid to a stranded motorist on Interstate 81 in Virginia, when an approaching tractor-trailer jackknifed and killed the pair.

This is the second major snowstorm to hit the region in less than two months.

British scholar Tony Judt dies aged 62

British historian Tony Judt died Friday of complications from amyotrophic lateral sclerosis (ALS) at the age of 62. Judt was known for his contributions to European history and his controversial position regarding the Israeli–Palestinian conflict.

Judt’s death was announced in a statement from New York University (NYU), where he was a professor. He died in his home in Manhattan, said the school. Judt is survived by his third wife, dance critic Jennifer Homans, and their two children, Nicholas and Daniel. Judt’s first two marriages both ended in a divorce.

Tony Robert Judt, a secular Jew, was born on January 2, 1948 in London, but spent much of his adult life in the United States. The descendant of Marxist Lithuanian rabbis, he was sent to a camp in Israel as a teenager, and became a Zionist. Later, he spoke at a Zionist convention in Paris and worked as a translator for the Israel Defense Forces in 1967, starting with the Six-Day War.

An alumnus of King’s College, he began teaching at NYU as Professor of European studies in 1987. Judt had previously taught at Cambridge, the University of California, and Oxford University.

Judt, also an author, became a Pulitzer Prize finalist for his 2005 book Postwar: A History of Europe Since 1945. The almost 900-page book covers the history of the development of Europe after World War II. He also wrote about topics such as the fall of Marxism and Communism.

In September 2008, Judt was diagnosed with ALS, commonly known as Lou Gehrig’s Disease. One form of motor neurone disease, ALS targets nerve cells and causes a loss of speech and movement abilities. Left paralyzed and unable to breathe without assistance, Judt continued to lecture. Earlier this year, Judt was able to write a group of personal essays for The New York Review of Books, in which he discussed the disease. “In contrast to almost every other serious or deadly disease, one is thus left free to contemplate at leisure and in minimal discomfort the catastrophic progress of one’s own deterioration,” he wrote. In 2009, Judt was the recipient of a special Orwell Prize, given to him for “intelligence, insight and conspicuous courage.”

Judt’s later views on Israel differed from those he had held as a teenager. In 1983, he called Israel a “belligerently intolerant, faith-driven ethno state,” opposing a two-state solution. Earlier this year, he wrote, “most Israelis were not transplanted latter-day agrarian socialists but young, prejudiced urban Jews who differed from their European or American counterparts chiefly in their macho, swaggering self-confidence, and access to armed weapons.” His stance on the topic was the subject of much controversy, even leading to his removal from the editorial committee for The New Republic.

State of emergency declared in New York over H1N1 swine flu virus

According to US health officials, New York state governor David Paterson has declared a state of emergency in the state as a result of the H1N1 swine flu outbreak.

The Associated Press news agency reports that the six-page declaration was issued because at least 75 people have died of H1N1 related illnesses in New York since April. Three have died from H1N1 related illnesses just this past week. The declaration also says that human cases of the virus are on the rise.

Paterson says he issued the declaration because “a disaster has occurred throughout New York State, for which the affected local governments are unable to respond adequately.”

The declaration will allow health officials more access to the H1N1 vaccine and the seasonal flu shot. It will also allow for an increase in the number of vaccine doses available in the state and will allow more health care facilities to administer the vaccine, including dentists and pharmacists. Schools with health centers will also be allowed to administer both vaccines.

Despite the declaration, officials stressed that there is no reason to worry. A spokeswoman for the New York State Department of Health, Claire Pospisil, said that “it [the declaration] helps us to be more prepared.”

The order came shortly after US president Barack Obama declared a national emergency last Saturday, a response to the spreading of the virus, which has now been circulated in 46 states.

European Union emerges from recession

The European Union has emerged from its worst recession since World War II, with the announcement on Friday that the region posted a modest growth in the third quarter. Despite the news, some EU economies including Spain and the United Kingdom are still struggling.

Both the European Union as a whole and the sixteen EU countries sharing the euro currency (the “eurozone”) posted positive growth, at 0.2 percent and 0.4 percent, respectively. This follows five consecutive quarters of negative growth. The data was published by the European statistical agency Eurostat and announced by the European Commission in Brussels.

Two of Europe’s biggest economies, France and Germany, helped drive the overall growth. French Finance Minister Christine Lagarde announced the French economy had grown 0.3 percent in the third quarter, and predicted it would enter 2010 with its old momentum.

In an interview on French radio, Lagarde said the fact the French economy had posted two successive quarters of positive growth showed it was turning around. She also noted that the labour market had only shed 5,000 jobs in the last quarter, far fewer than at the beginning of the year. Speaking from Singapore, Lagarde predicted Asia would drive the world economic recovery — but she also said it was important to continue government economic stimulus measures through 2010.

Germany’s economy grew 0.7 percent in the third quarter and Italy and the Netherlands also posted an upturn. Lithuania recorded the biggest growth — up 6 percent in the third quarter.

However the economies of both Spain and the United Kingdom shrunk in the same quarter. The UK’s Office for National Statistics initially estimated a fall of 0.4 percent in British output, though this could be revised. Britain had widely been expected to show growth in the third quarter. Eurostat figures also showed that unemployment in Europe overall rose to 9.7 percent in September — the highest in 20 years.

Some economists believe that growth in Europe and the United States may slow or even reverse in 2010, in a so called “double-dip”. Howard Archer of IHS Global Insight warned that the end of some government stimulus such as car scrappage schemes could cause a “loss of momentum”. Dominique Strauss-Kahn, head of the IMF, disagreed, predicting in a statement from Singapore that 2010 would be a global “year of recovery”.

Australian Senator arrives at Parliament dressed as a beer bottle

Family First Senator Steve Fielding arrived at Parliament today, dressed as a beer bottle to raise awareness of a bill he intends to move in the Senate today. Senator Fielding will introduce a bill to establish a nationwide refund scheme for bottles and cans.

A similar scheme has operated in South Australia since 1977.

Family First wants a rebate of 10 cents per container, while the Australian Greens want 20 cents.

Speaking to reporters outside parliament dressed as a beer bottle, the Senator said the legislation would reduce litter by 25 per cent. “There’s a message in this bottle.”

“I am no longer trash, I’m cash.”

“We should get the litter off the streets and off the creeks and into recycling – that’s good for the environment and good for the community”

“It’s a win-win and I can’t understand why nationally we don’t have a scheme,” said Senator Fielding.

Senator Fielding said that recycling not only reduced litter, but also consumes less energy than making new containers from scratch. “Recycling a plastic bottle saves more than 80 per cent of the energy used to make a bottle from scratch and recycling aluminium cans uses just five per cent of the energy used making a can from scratch,” said the Senator.

Senator Bob Brown, leader of the Greens said while there were environmental benefits from recycling, it would also create thousands of new jobs.

“This is a very good way of recycling and reducing energy because a lot of energy goes into making cans and bottles,” Senator Brown told reporters.

“It will employ tens of thousands of people across Australia.”

Anna Ayala, the Las Vegas woman who claims to have found the notorious “chili finger” at a Wendy’s outlet in San Jose, California, has filed lawsuits against other businesses, according to researchers at the Associated Press. Her previous court battles included the national El Pollo Loco chicken-chain, a previous employer, and even General Motors.

Ayala successfully won her suit for medical expenses against El Pollo Loco, after her daughter Genesis contracted salmonella poisoning from eating at the restaurant. However, Ayala lost another suit in 2000 claiming that a wheel fell off her car.

Ayala’s original account of the incident spoke “emotionally and with disgust” to the San Jose Mercury News when she described it to the paper.

“Lies, lies, lies, that’s all I am hearing. They should look at Wendy’s. What are they hiding? Why are we being victimized again and again?” Ayala recently told The Associated Press. Ayala is now in her Las Vegas home, avoiding reporters.

“It doesn’t prove anything,” family spokesman Ken Bono told the San Francisco Chronicle. “My mom has 10 lawsuits. A lot of people have lawsuits. Why would she sue for money? She has plenty of money,” he said.

Nick Muyo, a spokesman for the San Jose Police department, said not to expect new information in the case for at least a week.

“We just want to step back and take a deep breath,” Muyo told Knight Ridder Newspapers. “From a law enforcement point of view, once you establish it is a human finger, you have to wonder is this a case of industrial accident or is this a case of unreported homicide,” he said.

Las Vegas police searched Anna Ayala’s home on Wednesday, retrieving a cooler and other effects from her home, such as a makeup case.

Despite the incident, which has dramatically reduced sales at Northern California Wendy’s outlets, die-hard Wendy’s fans are still turning up for lunch, even at the outlet where the finger was found, at 1405 Monterey Highway, just south of downtown San Jose.

“We’ve eaten here for years,” a police officer told the San Francisco Chronicle under the condition that he remain anonymous. “They’re very nice people. When we work Spartan Stadium, we always eat here,” he said.

San Jose City Council candidate Andrew Diaz still eats the chili. And he witnessed the finger discovery.

“I walked away real slow,” Diaz told the San Francisco Chronicle. “I didn’t want any commotion,” he said.

Many of the state and local governments are allowed to deduct unpaid parking tickets from an individuals state tax refund but the federal government is not in the habit of doing this. The federal tax refund could be held for federal student loans, unpaid social security and other federally granted commissions. Parking tickets fall under the jurisdiction of local government and then state when it comes to garnishing a tax refund.

If an individual is a student or planning on visiting the University of Virginia, they better park legally or pay the fine if they don’t. This University is one of the few that has special permission for taking traffic or parking ticket fines, which go unpaid for a certain length of time, out of people’s tax returns. Even if the person is using a rental car and think, they can never find me, think again.

In California, Los Angels and San Francisco in particular, they will withhold the entire tax refund for unpaid parking violations and traffic tickets until the matter is resolved. This may mean hiring an attorney or going to the IRS (Internal Revenue Service) or the DMV (Division of Motor Vehicles) to sign paperwork giving the state the money that is owed to them so that the individual will be able to receive the rest of their refund. Whatever the method, it seems as if it is a hassle and the best way to avoid it is to park in designated areas and put enough money in the meters.

Since the new technology of red light cameras, people are not as likely to escape the ‘long arm of the law’ and claim a light was yellow when it was actually red. The intent of the red light cameras is to deter people from running the red lights and saving people’s lives from accidents. Many people feel the red light cameras are simply another way for their city to make money. A lot of protests have been held in regards to the red light cameras because they are typically placed near the poorer sections of town. This is where people are more likely to pay the fine then fight it with an attorney due to lack of funding.

There are many states in which parking and traffic fees are increasing with each passing week of non-payment. Some cities will offer a discount if the ticket is paid within five days or add on a percentage if the ticket is not paid within a certain amount of time. If an individual waits too long to pay their traffic tickets, they could risk having their car impounded and additional fees added to the original traffic ticket price. It is always a good idea to take care of a traffic violation as soon as it occurs rather then wait.

Besides a tax refund, some cities are getting special permission to add the parking and traffic ticket fines on to a persons personal property tax. These taxes must be paid before the end of the year in order to be able to renew a vehicles license plate. If an individual has waited a long time, then their fines may double or triple over a long period of time, making their personal property tax bill a very expensive debit at the end of the year.

Red-light runners, lead-footed drivers, free-parkers and others all need to pay the price for their crime, no matter how trivial they think it may be. If they do not pay, then the taxpayers of their community foot the bill. This is one reason why the government has given more access to these municipalities and small communities to the state income tax refunds. So the next time you might be thinking of parking illegally, ask yourself this question: will unpaid traffic tickets be deducted from tax refund checks, and think about the major hassle it will be to retrieve your tax refund once they have taken care of something that could have been handled simply by parking legally or paying the ticket right away.
