Oil rig in Gulf of Mexico sinks after explosion; eleven missing

The oil rig Deepwater Horizon sank yesterday after an explosion Tuesday night that left eleven people missing.

According to an officer from the US Coast Guard, the rig sank sometime in the morning. The rig had caught fire after an explosion of unknown origin occurred two days ago. 115 of the 126 workers on board the time of the explosion have been rescued after evacuating in lifeboats, either by the Coast Guard or from other ships in the area.

The remaining eleven have not been located, although Coast Guard officials have expressed optimism that they are still alive.

The environmental impacts of the explosion and subsequent sinking of the rig are unclear. While up to 13,000 gallons of crude oil per hour has been released from the rig, until now, the effects have been considered minimal, as it had been burned off in the fire. That does have the potential to change, though, according to David Rainey, vice president of the lessor of the rig, BP. The rig, built in 2001 by Hyundai Heavy Industries was owned and operated by Transocean.

The rig was located roughly 50 miles southeast of the coast of Louisiana, and was under lease to BP since 2007. It was completing the construction of a new oil well, and was constructing a layer of cement in the well to reinforce it. This is considered dangerous, as it has the potential to produce an uncontrolled release of case, called a blowout. While the cause of the explosion has yet to be determined, a blowout is considered a possibility.

One survivor of the explosion, who declined to give his name, told the The New York Times that he was lying in bed when the explosion happened. “It caught me by surprise. I’ve been in offshore 25 years, and I’ve never seen anything like that,” he recalled.

Stanley Murray, the father of another survivor named Chad, an electrician, said: “My son had just walked off the drill floor.” However, Murray said that a neighbor did not make it in time, adding that his son told him that the missing eleven workers could not have made it out alive. “The eleven that’s [sic] missing, they won’t find them,” Murray said.

SAHTECH, SEMI, and Semiconductor Industry to promote “SEMI Safety Guideline” in Taiwan

“Localization of ‘SEMI Safety Guideline'”, executed by Safety and Health Technology Center of Taiwan (SAHTECH) and supervised by Semiconductor Equipment and Materials International (SEMI), was announced today in Hsinchu, Taiwan.

This localization included several fields on health and safety of semiconductor manufacturing, certification testing on electrical devices, evaluations on fire or natural diseases, and environmental issues on semiconductor manufacturing devices, etc.. Companies and manufacturers from the semiconductor industry also paid more attentions on this guideline because issues on carbon-savings, earthquakes, fire diseases, and environment-efficiencies were included into this guideline.

This [safety] guideline was originally promoted by SEMI since 1975 and was set up according to industry infrastructures in Europe, America, Korea, Japan, and Taiwan. Currently, its standards from the S1 to S25 was completely ruled by several world-class executives in semiconductor industry, and the S26 standard for FPD industry, proposed in Taiwan, was also in several arrangements with the other countries.
The semiconductor industry is a high-value industry in every country. If a fabrication plant (fab) was vandalized with fire or earthquake, how will a company decrease its lossless after a disease? As of some examples from the other countries, several companies didn’t pay more attentions on devices’ safety and finally got a damn trouble on counting lossless after a disease. By the way, voltages on electric using will take effect on energy especially the wasting of CO2. We [the semiconductor industry in Taiwan] hope this announcement will drive on global safety standards.
Generally, the designs of a fab will take effect on possibilities when a disease take place in, and its scale will chain much wasting on manufacturing devices and materials. For example, when using fluorine in a fab, a company would consider using a gas tank car rather than a steel bottle. But due to environment and carbon-saving issues, some evaluations should be tested in a fab.

On the other side of the incoming trade show of 2008 SecuTech Expo, scheduled after 2 weeks at Taipei World Trade Center, not only main fields on security devices, information security, and fire & disease preventions, the digital monitoring will be a hot topic in security industry. Surgeons reattach boy’s three severed limbs

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.

Apple releases iPhone SDK, announces upcoming update

During a media event held at its Cupertino headquarters, Apple released the long awaited iPhones Software Development Kit (SDK) and the associated iTunes “App Store” and iPhone Developer Program. The SDK will allow third party software developers to create applications for the iPhone and then distribute them on the iTunes Apps Stores. Any members of the iPhone Developer Program can add applications to the store for free; the program costs $99 (USD) to join. Developers will be able to set the price of the applications or release them for free. All applications will have to be approved by Apple before being allowed on the store. Some of the disallowed categories are”porn”, excessive bandwidth users and anything malicious or illegal. VoIP applications would be allowed over Wi-Fi only. Enterprises can setup private pages on the store to distribute internal applications.

At the event several third party developers that had been given early access to the SDK demonstrated their applications. Among the applications demonstrated were EA‘s Spore, AOL‘s AIM instant messenger and a client for epocrates, a drug reference service.

The company also announced the iPhone 2.0 update that was released as a closed beta for developers and is scheduled for public release in June. In the new version Apple has been focusing on enterprise features in an attempt to compete with rivals like RIM‘s BlackBerry and Microsoft’s Windows Mobile. The update adds support for ActiveSync, which Apple has licensed from rival Microsoft, WPA2 and virtual private network support. The update will also be available to iPod Touch users for what Steve Jobs described as “a nominal charge”, as Apple have done in the past with the previous iPod Touch and MacBook Wi-Fi updates.

Two children witness woman being killed by a tiger

Tanya Dumstrey-Soos, 32 was killed at the Siberian Magic exotic animal park in Bridge Lake British Columbia, Canada after being attacked by a Bengal Tiger named Gangus.

“The animal is part of a collection of exotic and domestic animals. It appears that the animal … reached outside of the cage and grabbed her. Upon arrival police determined that all the animals were in their cages and the woman was found lying on the ground receiving help from family,” said Const. Annie Linteau, a spokeswoman for the Royal Canadian Mounted Police, [RCMP]. Gangus is one of two Bengal Tigers at the park.

The owner of the park is Kim Carlton, the boyfriend of Dumstrey-Soos. The entire attack was witnessed by the children of Carlton, his 15 year-old daughter and 12 year-old son who both called for help shortly after the attack.

Dumstrey-Soos was standing near the tiger’s cage when he grabbed her legs. According to the mayor of nearby Williams Lake, Scott Nelson, all of the injuries inflicted onto Dumstrey-Soos were at her waist and below. She was taken to a hospital in the town of 100 Mile House, where she was pronounced dead.

Authorities with the B.C. SPCA are not surprised that the attack happened, claiming that they tried to remove the tigers from the park several times.

“This is extremely sad, but not unexpected. We’ve spent thousands of dollars trying to have these animals removed.” said B.C. SPCA spokeswoman, Marcie Moriarty who also said that the animals arrived in 2005. Moriarty also said that the tigers lived in small cages made of chain-linked fencing and that the locks were too small.

The reason that the tigers were not removed from the park is because, according to Moriarty, the SPCA does not have the facilities to hold the tigers until proper housing can be provided for them.

“When we went up there, we realized we weren’t just dealing with animal cruelty, we were dealing with a public safety issue,” added Moriarty.

Dumstrey-Soos worked as a receptionist and saleswoman at the 100 Mile House Advisor newspaper.

Hey Contractors, How To Fill Out Aia Pay Apps Part 1

If we grabbed the first 10 small subcontractors you crossed paths with and tested them on filling out AIA pay applications, 7 or more would probably fail the test. At least, that’s about the error rate I’ve seen while reviewing pay applications.

AIA pay applications are frustratingly difficult to fill out. To fill one out correctly, you must ignore change orders that have been approved, but not processed. You must ignore receivables still outstanding from previous applications.

Basically, you have to divorce yourself from reality.

Pay apps are an important component of cash management. When you screw up your pay app, three things might happen, none of which put you in good standing with your general contractor, and two of which damage your cash position:

1. Your project manager cuts your request to a value he can understand. You receive a partial payment.

2. Your project manager informs you that you if you don’t get a corrected application in by the deadline, you will have to wait another 30 days for payment. You may not receive any payment.

3. Your project manager makes the corrections himself and may hold it against you in the future when you need a favor or are looking for work. Like the rest of us, project managers like working with people who don’t create headaches.

You really have no choice other than learning how to fill out the AIA form correctly.

I am going to show you how to fill one out correctly. In Part 1, we attack the first page (AIA form G702) and in Part 2 we will work on the second page (AIA form G703).

Before we get started, grab a copy of the form. If you don’t have access to one, drop me an email and I’ll send you the form.

Line 1, Original Contract Sum.

The price the GC agreed to pay you for the scope of work you agreed to perform. This includes all accepted alternates.

Pull out your contract. Look at it. This number should NEVER change from your first pay application to your last.

Assume your contract was for $900,000.

Line 2, Net Change by Change Orders.

Here it is. The line that creates much frustration.

Add up all of the change orders that have been priced and FORMALLY approved by the GC. If the project manager is sitting on your change order paper work, call him at least a week before your pay application is due and URGE HIM to complete the paper work. Being the squeaky wheel is often your only recourse.

Assume the GC has processed and signed $100,000 in change orders.

Line 3, Contract Sum to Date

This should be easy. Add the numbers on lines 1 and 2. This is your OFFICIAL contract sum at the date of this pay application.

Your contract sum to date is $1,000,000 ($900,000 plus $100,000)

Line 4, Total Completed and Stored to Date

This value comes from the left side of column G on page 2. The box is the fourth from the left, bottom row.

For now assume that you have completed $500,000 of work and have stored $50,000 of materials in approved storage sites.

Your line 4 total would be $550,000.

Line 5, Retainage (three lines).

Your contract should set the terms of retention. If it doesn’t, demand that no retention be withheld! If the GC failed to put retention in your contract, do not allow him to use it.

On a side note, if you happen to be providing a performance bond, retention is not justified. The bond serves the same purpose as the retention.

Line 5a, _% of Completed Work.

In the blank next to the “a.”, write down the current retention percentage. Typically, it is 10%. Your contract may allow you to reduce the retention to 5% near substantial completion.

In the blank next to the dollar sign, you need to write down the dollar value of retention that applies to your completed work. To arrive at that number, turn to page 2 and add together the values from the bottoms of columns D and E. Multiple by 0.1 if the retention is 10% or by 0.05 if the retention is 5%.

Assuming 10% retention and $500,000 of completed work, write down $50,000.

Line 5b, _% of Stored Materials.

Repeat the process used for Line 5a except use the value from the bottom of column F on page 2 .

Usually, the retention for completed work and stored materials is the same. Write down whichever rate is contracted next to the “b.”. In the blank next to the dollar sign, write down the retention for your stored materials.

Assuming 10% retention and $50,000 of completed work, write down $5,000.

Line 5 Total Retainage.

Add together the totals from lines 5a and 5b. This value should match your total of column I on page 2.

For our example, the figure would be $55,000.

Line 6 Total Earned Less Retainage

What you’ve earned, as far as approved change orders are concerned, is on line 4. What the client is allowed to retain is on line 5. Subtract the Total Retainage ($55,000) from your earned revenue ($550,000) and enter the difference ($495,000) on Line 6.

Line 7 Less Previous Certificates for Payment

The pay application has now entered the twilight zone. Confusion is caused by generals and owners who take so long to pay that you are submitting your next pay application before the previous one gets paid.

Natural instinct is to write down payments received to date on line 7 and ignore pay requests being processed. Don’t do that. Trust the paper trail. This pay application doesn’t care whether you’ve been paid. It only cares whether you’ve earned additional payment.

Go back to your immediately preceding pay application and write down the value from Line 6 Total Earned Less Retainage on that application. For the sake of our example, assume you had submitted to date on $400,000.

Line 8 Current Payment Due

Take your Line 7 value ($400,000) and subtract it from your line 6 value ($495,000). Write down the difference on Line 8 $95,000).

This represents the value you should be paid for worked earned during this pay period AND any change in retainage during the pay period.

Line 9 Balance to Finish Including Retainage

Take the contract sum to date from Line 3 ($1,000,000) and subtract the Total Earned Less Retainage from Line 6 ($495,000). This tells the General Contractor that he is contracted to pay you an additional $505,000 AFTER paying this application.

This is another confusing line because it acts as if all change orders have been formally processed and that all previous pay applications have been paid in full. What a dream world the AIA

lives in.

Frequently, clients and GCs only pay part of your application. The AIA form never reflects partial payment of an application. It wasn’t designed to. Keep track of what’s been paid vs. what’s been earned and invoiced (applied for).

The table at the bottom of page one is fairly straight forward. You will need to separate the change orders that add money to your contract from those that subtract money from your contract. The Net Changes by Change Order should be exactly equal to the value you entered on line 2.

In summary, following the instructions and you have a shot at getting paid everything you’re owed.

Wikinews interviews biologist Chris Simon about periodical cicadas

In May, periodical cicadas with 17 years life cycle emerged on the East Coast of the USA after underground development as juveniles since 1996. Researchers and scientists worked to map and study the rare wave, and the locals prepared for the noisy event. First recorded in 1666, the Magicicada septendecim species recently emerged in 1979, 1996, this year, with a next wave due in 2030.

This week, Wikinews interviewed Chris Simon, an ecology and evolutionary biologist at University of Connecticut, about the cicadas.

((Wikinews)) What caused your initial interest in periodical cicadas?

Chris Simon: As an undergraduate student, I was interested in the formation of species so when I went to graduate school I looked for a study organism that was likely to be in the process of forming new species. I chose periodical cicadas because they are broken up into reproductively isolated broods (or year classes). Reproductive isolation leads to speciation so I planned to study biochemical differences among the broods.

((WN)) You study the emergence of the periodical cicadas. What do you study? What observations are you making?

CS: We record exactly where each cicada population emerges (using GPS automated mapping and crowd sourcing). We record the presence or absence of each of the three morphologically distinct species groups of periodical cicadas (Decim group, Cassini group, and Decula group). We collect specimens for DNA analysis. We look for cicadas coming up one and four years early and late. We dig up cicada nymphs and monitor their growth rates.

((WN)) What equipment do you use?

CS: Nets, shovels, automated GPS recorders, cameras, laptop computers, automated DNA sequencers.

((WN)) Do you study the periodical cicadas with anyone else? What is their role?

CS: Yes, there are a large number of people studying periodical cicadas in my lab and in other labs. My lab is made up of Research Scientists, Postdoctoral Researchers, a technician, graduate students, and undergraduates. Research Scientist John Cooley is the leader of the GPS mapping project; he invented the automated GPS recorder; he built our crowd-sourcing website, and he is instrumental in public outreach. Postdoctoral research David Marshall also participates in the mapping project and leads the part of the research related to the mapping of stragglers. John and Dave and Technician Kathy Hill all study periodical cicada mating behavior and conduct mating and hybridization experiments. One of my graduate students Beth Wade has participated in the nymph collections and will soon start genetic work involving genome wide association mapping designed to locate genes related to life cycle. My graduate student Russ Meister is studying the genes of the bacterial endosymbionts of cicadas. My current undergraduate honors student Erin Dwyer is also studying the development of Magicicada nymphs and is helping to design a lab exercise for college students around the eastern US to do the same. Many of my past undergraduate students have studied the biochemical genetics and development of periodical cicadas. See the Simon Lab website.
CS: We are collaborating with Teiji Sota at the University Kyoto and Jin Yoshimura at Shizuoka University in Japan. They are studying the phylogeography of Magicicada. We are collaborating with John McCutcheon of the University of Montana who is studying the endosymbiont genomes.
CS: We are also collaborating with ecologists Rick Karban and Louie Yang, both professors at UC Davis who have an interest in cicada population dynamics and nutrient cycling in the ecosystem.

((WN)) You studied the periodical cicadas in 1979 and 1996 too. What changes with time?

CS: I have studied periodical cicadas since I was a student back in 1974. What changes with time is increased human development constantly shrinking the patch size of cicada populations.

((WN)) What are your thoughts on the long life span of the periodical cicadas? Why could it be so? What advantages and what disadvantages does it have?

CS: Most or all cicadas have long life cycles compared to your typical annual insect. Examples have been found of two-year to 9-year cycles in different species. Periodical cicadas evolved an even-longer life cycle and I think that part of this relates to the evolution of their synchronized life cycles and peculiar safety-in-numbers strategy for survival. To become synchronized, periodical cicadas had to evolve an exact length life cycle and all adults would have to appear in the same year. CS: The same species exist in multiple broods. No species is restricted to Brood II. The three species present in Brood II are: Magicicada septendecim, M. cassini, and M. septendecula. These same three species are found in every 17-year brood (except the farthest north which only has M. septendecim).

((WN)) At what depth do the cicadas juveniles live underground?

CS: Most live within the top foot of soil but some have been found deeper. We do not know if they go deeper in winter. We need to do much more digging to understand the nymphs.

((WN)) How do people prepare for the cicada emergence?

CS: Of course various people prepare in different ways. Ideally, everyone prepares by studying information available on the web (especially on our websites Magicicada Central and Magicicada.org).

((WN)) Do cicadas affect transport in the local area?

CS: No, not really. Occasionally individuals can be seeing flying across highways and sometimes they smash into cars.

((WN)) Do cicadas usually stay outside or do they also invade houses too?

CS: They stay outside. One might accidentally fly in through an open window but that would be rare.

((WN)) What do the cicadas eat?

CS: Cicadas suck xylem fluid (the watery fluid coming up from the roots of plants) in deciduous forest trees and herbs. Essential amino acids in the cicada diet are supplied by their bacterial endosymbionts. There are two species of endosymbionts. One makes 8 essential amino acids and one makes two essential amino acids.

((WN)) Do cicadas damage crops or city vegetation? What damage?

CS: Cicadas do not chew leave so they do not damage crops like other insects. They can inflict some damage by their egg laying. Cicadas lay eggs in pencil-sized tree branches. If there are not enough branches available, too many female cicadas may lay eggs in a single branch weakening it and making it susceptible to breakage by wind. This can sometimes cause damage in fruit orchards. If the branches break, the eggs die so this behavior is selected against by natural selection.

Montreal mayor Michael Applebaum arrested for corruption

Michael Applebaum, the current interim mayor of Montreal, Québec, Canada, was arrested at about 6am local time (1000 UTC) yesterday morning by the Unité permanente anticorruption ((en))French language: ?Permanent Anti-Corruption Unit on fourteen charges including corruption, fraud, breach of trust, and conspiracy, including reportedly a C$50,000 bribe.

Commissioner Robert Lafrenière said the alleged illegal acts occurred between 2006 and 2011 and relate to two real-estate projects in the Côte des Neiges-Notre Dame de Grâce borough. The CBC indicated one of these projects was the borough’s new 15 million dollar sports complex. Applebaum is now one of several Québec mayors who have been accused of corruption in the past few years, including the previous Montreal mayor Gérald Tremblay and Laval Mayor Gilles Vaillancourt.

Several politicians are calling on Applebaum to resign, including Québec Premier Pauline Marois, to let the city continue on with its affairs. A few others, such as Coalition Avenir Québec leader François Legault, are suggesting to put the city on a trusteeship as Laval was a few weeks ago, but Municipal Affairs Minister Sylvain Gaudreault says this will not happen, as only a few people are implicated, unlike Laval, where nearly the entire city council was implicated.

Two other people were arrested on charges related to the same real-estate deals: Saulie Zajdel, former city councillor, on five charges; and Jean-Yves Bisson, a bourough official, on four charges.

A second interim minister is to be nominated for the rest of Tremblay’s term, until the next municipal election is held in November.
